Keith Bell receives 2026 Gates-Marchman award

We are proud to recognize D. Keith Bell as the 2026 recipient of the Gates-Marchman Award, honoring his long-standing service and leadership within the guaranty fund community. 

Keith Bell and Roger Schmelzer Created to celebrate the legacy of former guaranty fund leaders John Gates of California and Percy Marchman of Georgia, the Gates-Marchman Award recognizes individuals who exemplify personal integrity, a deep commitment to protecting policyholders, and a clear vision for the future of the guaranty fund system. 

Keith’s career reflects each of these qualities. As Senior Vice President at Travelers Insurance, he has brought deep insurance, accounting, and governance expertise to NCIGF’s work for more than two decades. He has served on the NCIGF Board of Directors for 23 years, including as the 16th Chair of the Board from 2019 to 2021, and continues to contribute as a member of the Executive Committee. 

In presenting the award during the NCIGF Annual Conference in Philadelphia, NCIGF CEO Roger Schmelzer recognized Keith’s leadership in strengthening system readiness, governance, and member engagement, as well as the steady hand he provided during the pandemic. Those contributions remain lasting parts of his NCIGF legacy. 

Throughout his service, Keith has demonstrated a genuine commitment to the guaranty fund system and a consistent willingness to serve. He has offered insight, mentorship, and steady leadership to colleagues across the country, helping strengthen the national coordination that supports state guaranty funds and protects policyholders and claimants.
