Mo is a mission-driven, strategic leader with over 30 years of multinational Operational and Project experience.

He is the CIO at the California Insurance Guarantee Association and has been with the organization since October of 2018. Being responsible for IT, Enterprise Strategy, and Cybersecurity at the Association, he oversees a team of talented technologists ranging from Application Developers and Business Analysts to IT Operations and Help Desk staff.

Mo started his career as a front-end web developer, then expanded his knowledge to include full-stack development, hardware, and network operations. In 2007, he earned his PMP (Project Management Professional) certification, then continued to manage technical and project teams in a variety of industries.

In 2018 Mo became a Certified Information Systems Security Professional (CISSP) and more recently, he has strengthened his claims knowledge, earning the Associate in Claims – Management (AIC-M) designation from the Institutes Knowledge Group. He is known for his unique blend of operational excellence and people-first leadership, and he participates in the national Guaranty Fund community any way he can.

Mo holds his Bachelor of Science in Electrical Engineering / Computer Engineering from the University of California, Los Angeles. He enjoys music, good food, and traveling.
